About RISILC

The Rhode Island Statewide Independent Living Council (RISILC) is an organization dedicated to promoting Independent Living for people with disabilities throughout the state. The Council’s membership is comprised of volunteers appointed by the Governor1 of Rhode Island, and the majority of its members are people with disabilities.

The Council, together with the Ocean State Center for Independent Living (OSCIL), is responsible for developing Rhode Island’s State Plan for Independent Living (SPIL), a three year blueprint which directly addresses issues important to the advancement of Independent Living. RISILC is then charged with monitoring the SPIL.

What is Independent Living?

Independent Living is a philosophy whose principles empower people with disabilities to manage and control their own lives. This is made possible through community-based services that assist persons with disabilities so they may better perform daily activities.


  1. The Rhode Island Statewide Independent Living Council, is created by Rhode Island Executive Order No. 93-23 in compliance with the Rehabilitation Act to carry out its purpose under Section 705 C of the Rehab Act; Code of Federal Regulation §34 CFR 364.21
