STATE PLAN/ MONITORING COMMITTEE

January 22, 2010, Friday

Members present:  Leo Canuel (PARI); Kristen Connors, 1st Vice Chair (speaker phone); Elizabeth Graves, Chairperson; Anna Liebenow (speaker phone); Lorna Ricci; Ron Racine; Heidi Showstead (speaker phone); Mary Wambach.

  1. Welcome and Introductions: Liz Graves greeted all. Self introductions were made.
  2. Review of January 6, 2010 meeting: Liz Graves gave an overview of the meeting as the minutes were not previously sent. The approval of the minutes were tabled.
  3. Review of revised timeline: Liz Graves spoke about the importance of attending all meetings and completing drafts according to the timeline. The Warwick Public Library has been confirmed for the Public Hearing. ORS will place the required announcement in the paper.
  4. State Plan: two major roles of SILC: Liz Graves reviewed the SILC roles being writing the SPIL and monitoring the State Plan through reports. She emphasized the importance of receiving reports from the Centers. It was decided that the Centers’ will provide quarterly progress reports at the March, June, and September RISILC meetings and provide the RISILC with actual numbers as they become available.
  5. Goals and Objectives: Lorna Ricci and Leo Canuel reviewed the proposed changes to Goal 1, Objective 2. Sections of the SPIL were assigned to sub-committees. Addressing the needs of underserved populations such as Tribal Entities, Veterans, and people with mental illness were discussed. Also discussed were the Global Medicaid Waiver and the Nursing Home Diversion Program. 
  6. Update on SILC budget process: The proposed SPIL 11-13 budget was approved by the RISILC Finance Committee via a unanimous vote. The RISILC Executive Committee also gave approval of the budget with minor changes. Liz Graves and Don Phelps will view the proposed budget with ORS on January 26th.
